The UCSF Health Informatics Hub, in partnership with CDC-Tanzania, developed a Monitoring and Evaluation (M&E) Minimum Standards ODK tool. This tool assesses various aspects of data collection and reporting in healthcare facilities, including staff training, availability and security of electronic health information systems, and reporting procedures.
Implementing partners (IPs) use the ODK tool at facilities to assess M&E standards (reference M&E standards) and collect relevant scores. The data is then uploaded to a secure server and analyzed and visualized using PowerBI. A PowerBI dashboard is used to visualize performance and trends over time, and to identify underperforming facilities and standards that are not being met.
The assessment of the M&E standards is implemented semiannually and facilities aim to achieve a score of at least 75%. In the most recent quarter, only 1% of facilities fell short, down from 6% initially.
According to Ritha, a data quality analyst working on the project, “Implementing partners have commended the effectiveness of this tool and the dashboard to identify gaps, track performance over time, and inform data driven decision-making. The ongoing collaboration between UCSF and CDC continues to drive data quality enhancements within Tanzania’s HIV program”.
